Karnataka HC pulls up government over condition of toilets in schools

The Karnataka High Court has pulled up the government over the condition of toilets and water infrastructure in government schools across the state and directed that a fresh survey be conducted within three months. The court also observed that budgetary allocations ought to be made for the development of school infrastructure.

A division bench of the Karnataka High Court comprising Chief Justice Prasanna Varale and Justice M G S Kamal made these observations while hearing a suo motu PIL on Wednesday on the non-attendance of children in Karnataka schools.

Earlier, data submitted in March had shown that 464 government schools in the state did not have proper toilet facilities. In this context, the bench questioned the recently submitted data which showed only 38 schools sans toilets, wondering if so much work could be done in a short span of time.

Criticising an apparent “chalta hai” attitude in a matter that had been pending since 2013, the bench also perused photographs provided of some schools which were said to have toilet facilities, noting that no parent would like to send their child to a school lacking such infrastructure.

Observing one photograph, the bench took note of the shoddy painting, the lack of indication whether it was a boys’ or girls’ toilet, as well as the overgrown bushes outside. In another case, water facilities were not available and the school relied on an attendant to bring water from outside.

The bench directed that arrangements should be made to provide water.
